Council adopts 2024–25 annual report
THE HINDMARSH Shire Council voted to receive the Annual Report for 2024/25 at the recent council meeting, and it is now available on the council’s website.
The report provided a summary of operations, their alignment with the council plan and performance over the past 12 months.
The Annual Report was originally presented to Council in October 2025.
Due to changes required by the Victorian Auditor General’s Office to the Annual Financial and Performance Statement, the report was amended and re-presented to Council on February 4.
The report was broken down into four sections.
1 – Report of Operations, detailing capital works, achievements, community development projects and other council services.
2 – Performance Report, detailing how Hindmarsh worked towards achieving the goals of the Council Plan, including what was undertaken to achieve the strategic direction over the last financial year.
3 – Governance Report, presented corporate governance and statutory information.
4 – Financial Report, presented the audited performance and financial statements detailing financial performance, including an easy-to-read summary for transparency.
Some key achievements from 2024/2025 included:
• Improvements in community satisfaction across the areas of community consultation, advocacy, making community decisions, customer service and overall performance and direction.
• The completion of 713 Customer Action Requests, including work tickets relating to roads, footpaths, drains, and other infrastructure.
• 7754 physical items borrowed from Hindmarsh Shire Libraries.
• 11,668 attendees at Hindmarsh Outdoor Pools.
• Completion and near completion of key community infrastructure projects like Davis Park, the Rainbow Silo Development Project, Rainbow Rises Events Centre, and the Nhill and Dimboola Kindergartens on school sites.
• Notable increases in visitation to Dimboola, Jeparit and Rainbow Holiday Parks (no data from Nhill in 2023/2024 as Council did not directly operate), increasing Council’s revenue and financial sustainability.
HSC deputy mayor, Rosie Barker, was pleased with the picture the report delivered.
“The past year has demonstrated resilience, innovation, and community spirit,” she said.
“While bushfires and operational changes presented some unexpected challenges, they also brought out the best in us.
“Together, we have not only overcome, but we’ve set the stage for even greater accomplishments in the future.
“Thank you to everyone! Community members, volunteers, frontline responders, council staff and councillors for the hard work, adaptability, and commitment.
“Here’s to building on our success with positivity and purpose in 2026.”
